Alligator River: Dare County - East Lake NC
On the east side of the (US-64) East Lake bridge.
East Lake: Dare County - Manns Harbor NC
From US-64/264 on the west side of the Manteo-Manns Harbor bridge, take SR-1113 north to the access area (watch for signs).
Pamlico Sound: Dare County - Stumpy Point NC
From Manteo take US64/264 west, across the Croatan Sound Bridge, to the split of US-64 and 264. Stay left on US-264 about 12+ miles to Stumpy Point Bay and the acces area.

Covering the entire mainland portion of Dare County and extending well down into Hyde County is North Carolina's largest National Wildlife Refuge. The purpose of this Refuge is, of course, to attract and protect migratory waterfowl. However it also has other species of wildlife in its charter including black bears, red-cockaded woodpeckers and our national bird, the bald eagle. This is a land of mysterious cypress swamps and restored stands of white cedar trees, old agricultural canals and tidewater creeks with several good access points to the larger bodies of water which nearly surround the Refuge.
There are several designated paddling trails. All of them are accessed from the boat ramp end of Buffalo City Road (extends south from US-64 midway between Manns Harbor and East Lake (7.7 miles west of the junction of US-64 and US-264). The primary body of water you'll be exploring is Milltail Creek which extends about 4 miles up and down streem from the boat ramp. One peculiar but fascinating feature of Milltail Creek is a much wider portion, called Boat Bay, extending upstream from the boat ramp. A few hundred yards upstream from the boat ramp, on your left, is a small tributary which you can follow to Sawyer Lake.
Hikers and bikers will find a large number of old dirt roads that cover the Refuge like a cobweb. No hills, here, but bikers may find sand an occasional problem. There are two developed trails for hikers, one at the boat ramp (on your left as you are facing the creek) which extends about a half mile and follows an old agricultural canal. The other trailhead is at the parking lot at the information kiosk which is on US-64 (4½ miles from the junction of US-64 and US-264) and extend a half mile into the cypress swamp (there are a couple boardwalks to help keep your feet dry and make your exploration even more intriguing.
There is no ranger assigned full-time as both the Alligator River and Pea Island refuges are managed together from an office in Manteo. Jockey's Ridge State Park is a land of beach mountains: gigantic sand dunes surround in the land of (almost) make-believe. Jockey's Ridge sand dune is over 100 feet high and is the tallest sandune on the East Coast. Hang gliding and kite flying are very popular here and there are some marked trails for a pleasant stroll. Sorry, no camping facilities.
